ADMINISTRATIVE CONTROL (SURVEILLANCE) IN THE ACTIVITIES OF THE MINISTRY OF INTERNAL AFFAIRS OF UKRAINE

Abstract

The article, based on the theory of administrative law and current legislation, reveals the place and role of administrative control (supervision) in the activities of the Ministry of Internal Affairs of Ukraine. It has been proven that control over the activities of the Ministry of Internal Affairs of Ukraine is an important and integral component for ensuring the effectiveness of legality in the activities of units and officials of the central apparatus, the National Police, the State Border Service of Ukraine, the National Guard, and the Civil Protection Service of the Ministry of Internal Affairs of Ukraine. The main purpose of control is to check and record how controlled objects in this case, how external and internal perform the tasks and administrative duties assigned to them. The National Police monitors traffic safety and compliance by participants with traffic rules, compliance with the requirements of laws and other regulatory acts in various areas, including custody and care of children, storage and use of weapons, special equipment, radiation safety regime, and others. The function of monitoring compliance with the procedure for walking pets in public places and takes measures to prevent animal cruelty. It carries out administrative supervision of persons released from places of deprivation of liberty.At the same time, the units and officials of the National Police are subject to public control. The State Service of Ukraine for Emergency Situations provides control over the readiness of aviation forces and means of search and rescue for conducting search and rescue operations. It performs state supervision and control in the field of fire and man-made safety, as well as compliance with requirements during the construction of facilities.Monitors the state of the natural environment, sanitary-hygienic and epidemic situation. Responsible for the creation and use of material reserves for the prevention and elimination of the consequences of emergency situations. The State Border Service of Ukraine performs control functions regarding the protection of the state border. This includes detecting and countering the illegal crossing of the border by persons, vehicles, and the movement of illegal goods across the border. Control over compliance with the border regime. Fights against illegal migration and human trafficking. Ensures safety and control over the movement of weapons and other particularly dangerous materials and substances.
